R12 Login issue on target after cloning or fresh install

To implement the solution, please execute the following steps:
1. cd $FND_TOP/patch/115/bin
2. perl ojspCompile.pl –compile –flush -p 2
3. Run autoconfig on both db and apps tiers
3. Bring up the services and test login
